The Position

 

The President & Chief Executive Officer of the Saint Thomas Township Volunteer Fire and Rescue Company is part time, professional position, who is responsible for the management of funding, services and activities that serve the Saint Thomas Township Community and other municipalities in the surrounding Saint Thomas area.

 

The President & Chief Executive Officer is hired by the Saint Thomas Township Supervisors and the Saint Thomas Township Volunteer Fire & Rescue Company Board of Directors.

 

Responsibilities:

 

    A. Administration:

            1. Saint Thomas Township Volunteer Fire and Rescue Company Operations:

                    a. Plans effective annual operational strategy with the Saint Thomas Township Volunteer Fire and Rescue Company Board of Directors, Administrative Officers and other volunteer leadership.

                    b. Assist the Board of Directors in recruitment of volunteer members and leadership.

                    c. Implements efficient, leadership goals/ strategies/ deadlines by providing necessary leadership, materials and management expertise.

                    d. Administers/ directs all Company record keeping

                    e. Plans and implements effective media communications.

                    f. Evaluates annually, the effectiveness of the Saint Thomas Township Volunteer Fire and Rescue, fund raising programs and identifies the implements improvements.

                    g. Plans and implements the annual banquet, and/or other recognition activities for those involved in Saint Thomas Township Volunteer Fire and Rescue Company y efforts.

                    h. Deals effectively with the state, regional and national Fire Rescue and Emergency Medical Services organizations.

                    i. Recommends for appointment other Executive and Operations Officers, Committee Chairpersons and Committee's with the advice and consent of the Board Of Directors.

                    j. Presides at all the meetings of the membership.

                    k. As authorized, directed and approved by the Board of Directors in each instance, the President will sign and execute ask deeds, mortgages, bonds, contracts, and other instruments.

 

 

              2. Office Management

                      a. Administer and coordinates with the other Administrative Officers, the Saint Thomas Township Volunteer Fire and Rescue Company record keeping support systems.

                      b. Manages with the Treasurer financial resources effectively by assisting with development and implementing the annual operating budget, making operation changes to enhance efficiencies, and monitoring operations on a day-to-day basis to ensure prudent and efficient financial control.

                       c. Provides management and supervision for committee chairpersons, support personnel and volunteer assistance.

 

 

              3. Board of Directors

                     a. Serves as the principal professional resource to the Board of Directors, working in a cooperative and diplomatic manner at all times.

                      b. Recommends policies and procedures to maximize effective operations of the Saint Thomas Township Volunteer Fire and Rescue Company organization.

 

                4. Strategic Planning

                      a. Implements the Saint Thomas Township Volunteer Fire and Rescue Company Budget and Strategic Planning at the direction of the Board of the Board of Directors.  Takes independent action to meet the strategic planning goals while seeking Board direction as necessary.

                       b. Develops strategies to increase funding.

                       c. Develops strategies to increase development in the way of grants, endowments and the like.

 

 

     B. Community Relations

                  1. Spokesperson for the Saint Thomas Township Volunteer Fire and Rescue Company.

                     a. Promotes a positive image for the Saint Thomas Township Volunteer Fire and Rescue Company by relating and communicating objectively, assertively and diplomatically with agencies and community leadership.

                     b. Works to enhance municipal and county wide public understanding of the Saint Thomas Township Volunteer Fire and Rescue Company's goals and current issues.

                     c. Seeks guidance from the other Administrative Officers and the Board of Directors as necessary.

                     d. Works with the media to positively promote the Saint Thomas Township Volunteer Fire and Rescue Company and enhance marketing of the Fire, Rescue and Emergency Medical Services activates.

 

 

                2. Plans and directs community-wide communications and public relations program for education and information about community needs and public services provided and supported by the Saint Thomas Township Volunteer Fire and Rescue Company.

 

 

                 3.  Assist affiliated Fire, Rescue and E.M.S entities as needed to maximize organizational effectiveness.

 

 

                 4. Develops and maintains cooperative relationships with the community and governmental groups to identify and evaluate community service needs.

 

 

                 5.  Promotes coordinated planning among local organizations entities to meet identified needs.

 

 

     C. Other Duties

                1. The President & Chief Executive Officer of the Saint Thomas Township Volunteer Fire and Rescue Company shall work in largely in an independent manner to promote the Saint Thomas Township Volunteer Fire and Rescue Company with guidance from the Board of Directors.  Other duties not specified above may be assigned by the Board of Directors.

 

 

    D. Working Relationships

                 1. The President & Chief Officer at the Saint Thomas Township Volunteer Fire and Rescue Company is accountable to the Chairperson, the Vice Chairperson and other members of the Board of Directors.

                 2. Annual performance appraisal shall be provided by a member of the Executive Committee of the Board of Directors.

                  3. The President & Chief Officer of the Saint Thomas Township Volunteer Fire and Rescue Company shall work closely with the members of the various committees of the Saint Thomas Township Volunteer Fire and Rescue Company.

                 

 

      E. Work Commitment

                   1. The President & Chief Executive Officer will generally work as directed by the Board of Directors.  The President & Chief Executive Officer shall be granted schedule flexibility based on after hour activates and/or community events that he/she may participate in from time to time.

                  2. Weekend, Holiday, or after hour work will be expected on a periodic basis but will be the exception rather than the rule.

 

 

      F. Qualifications

                  1. High School Education required.  Bachelors degree or other post secondary education preferred.

                  2. Minimum of five years experience in a non-profit  environment or five years of President or Chief Executive Officer and/or Executive Director experience with financial and personnel management responsibilities

                  3. Excellent communication skills

                  4. Excellent computer literacy

 

 

Minimum of 13 hrs. per work

Scheduled regular office hours with minimum of 2 hours, three days per week
